While it may be only on the second issue, queer film magazine, Little Joehas already earned itself a cult following. Started last year by editor and designer Sam Ashby, the magazine documents both the emergent history of gay film, how it evolved, what it meant and where it stands today. The stage is a mess at the end of the absorbing new revival of Larry Kramer's ''Normal Heart,'' which opened last night at the Public Theater, 19 years after it was first produced there. Milk has spilled and spattered; food is smeared across the floor; pages from a medical report are strewn everywhere. When the cast members come out to take their bows, they look battered and disheveled, as if they, too, had been hit by a storm. There's cold comfort in thinking that this is the kind of disorder a set crew can straighten up quickly.
